New project deliverables available on the EuroWhiteCert website

The activities of the EuroWhiteCert project consortium continue to yield interesting results!

- The Handobook for the design and evaluation of tradable white certificate (TWC) schemes is now available on the Downloads page together with the project brochure, the guidelines for policy makers on “interaction and integration of white certificates with other policy instruments” and the reports submitted to the European Commission during the first phase of project implementation.

- Examples of implemented energy saving options that could be eligible for a TWC scheme common to various European Member States are available on the website page dedicated to the  database of energy efficiency projects that has been created by the project consortium

- A package of policy recommendations for the assessment, implementation and operation of TWC schemes can be downloaded from the website page dedicated to Project Outcomes and Recommendations

- Finally, you are invited to visit the website page dedicated to Project meetings and workshops  where you will find all the presentations related to the EuroWhiteCert final workshop organised in conjunction with the EMEEES project workshop at La Colle-sur-Loup.

The final workshop of the EuroWhiteCert project will take place on June 4, 2007 at La Colle-sur-Loup, France!

The EuroWhiteCert final workshop will be organized in conjunction with the EMEEES project workshop and will address the implementation and evaluation of energy end-use efficiency policies and energy services in Europe. Such event will take place immediately before the eceee 2007 summer study starting with the first plenary session at Monday 4 June 17.00.

During the morning session (from 9:00 to 13:00) the workshop will be mainly dedicated to a)  introduce the EMEEES project and the methods for the evaluation of energy savings in course of elaboration to assist the European Commission in the implementation of the EU Directive on energy end-use efficiency and energy services (2006/32/EC) and b) the evaluation criteria for the assessment, operation and implementation of tradable white certificate schemes as developed within the EuroWhiteCert project.

During the afternoon (from 14:00 to 16:30) three parallel working groups will go into the details of the evaluation methods developed and the policy recommendations formulated within the EuroWhiteCert project for the introduction and design of white certificate schemes in Europe.

Moreover specific presentations dedicated to the results achieved within the EuroWhiteCert project will be given during the eceee summer study from June 5 to June 8, 2007 (see http://www.eceee.org/summer_study/) .

EuroWhiteCert project brochure and Guidelines for decision makers on interaction and integration of white certificates with other policy instruments are now available on EuroWhiteCert web-site Downloads page. Download these documents and send your comments on information provided to your national EWC contact or to EWC project co-ordinator!

The EuroWhiteCert workshop on "White Certificate Trading Systems in the European Union" took place on January 27, 2006 in Budapest!

This workshop has been the third out of a series of four public events planned in EuroWhiteCert project in order to actively seek the involvement of project target groups and to disseminate project results. The first event consisted in the public workshop organised on April 2005 in Milano to analyse interactions and possibilities of integration of white certificate schemes with other policy tools for sustainable energy. The second one was the conference of September 2005 on energy policy and marked based instruments organised in co-operation with RECS International and the Danish Energinet.dk with the aim of discussing the coherency of the European energy policy and a focus on market based certificate systems for renewable energy and energy savings.

The workshop in Budapest focused on the issues of measurement and verification (M&V) of energy savings for a European white certificate trading scheme. This topic was approached starting from the proposed European Directive on energy end-use efficiency and energy services, which envisages the possibility of introducing white certificates (WhC). Tradable white certificates may constitute an important mean to assist and even accelerate the development of a smooth functioning, commercially viable and competitive market for cost-effective end-use energy efficiency measures.

An overview of white certificate schemes, either implemented or in preparation, was presented with special reference to various M&V methodologies that should be applicable in each Member State, either in the context of national WhC systems or within the framework of a European certificate system. In conjunction with the choice of a M&V system the critical issue of transaction costs was illustrated and the possible interactions of WhC with other energy policy instruments was analysed.

"Conference on Energy Policy and Market Based Instruments" in Copenhagen

RECS International and the Danish Energinet.dk organised in close co-operation with EuroWhiteCert the “Conference on Energy Policy and Market Based Instruments” that took place in Copenhagen on September 23, 2005.

The aim of the conference is to discuss the coherency of the European energy policy with a focus on market based certificate systems for renewable energy (green certificates) and energy savings (white certificates).

EuroWhiteCert starts

EuroWhiteCert officially starts on Jannuary 1st 2005!

On April 5th 2005 EuroWhiteCert project team organised a workshop on "Interactions and Integration of White Certificate Schemes with Other Policy Tools for Sustainable Energy".

The workshop mainly aimed at informing and engaging the interest of stakeholders on white certificates. National and EU level public authorities responsible for energy efficiency and renewable energy policy definition, business entities (including utilities, large end-users, energy service companies, carbon investors, companies that are willing or obliged to carrying out energy efficiency interventions and/or CO2 emission reductions, consumer associations, building andindustrial associations), financing institutions active in energy efficiency borrowing, researchers and NGOs partecipated to the event.
